infra: introduce location for release collateral



For all subsequent releases, the release collateral will be located at
docs/infra/releases. A directory for each release will be created under
this path and the release collateral placed there.

Add the release note for RD-INFRA-2021.09.17 release and migrate the
change log notes for RD-INFRA-2021.08.11 release into this release
collateral location.

Release Description
-------------------
- Software refresh targetted for RD-N2 and RD-N2-Cfg1 platform software.
- Adds support for non-PCIe IO virtualization block. Enables the use of UART,
DMA and SRAM memory regions connected to the non-discoverable IO
virtualization block.
- Adds fix for the 8-bit read of RESET_SYNDROME in SDS.
- Uses PERIPHBASE as the address of CFGM node in CMN-700 SCP module.
- Validated latest distro versions - Fedora 34, Debian 10.9 and Ubuntu 21.04.
- All software components rebased to latest corresponding upstream master
branch.
- Tests completed for RD-N2 and RD-N1-Cfg1 platforms include Busybox boot,
Buildroot boot, Secure Boot, Distro boot, ACS tests (SBSA and SBBR) and
Virtualization.
