Neoverse Reference Design FVPs version 11.15.26 or higher support reboot
feature. It is not required to manually close and relaunch the FVP to
simulate a reboot behaviour. Hence remove the step from secure boot
documentation which describes to manually close and relaunch the model.

A new user guide is prepared to provide instructions for bash script
based build setup, the steps to build the firmware, minimal BusyBox
and the Ubuntu distribution with new scripts are captured.

Other documents are updated as applicable for the 2021.10.12 release.

Few updates for the ACS test procedure document
  - Shell command is corrected.
  - Modified the instructions for the second phase of the test.
  - The mount command in the “retrieve the test result” session,
    file extension is missing for luv-live-image-gpt.img. Fixed
    that.

For the RD-INFRA-2021.09.17 release, the software stack for all the
Neoverse reference design platforms is rebased, revalidated and the
release tag is applied. So list this release tag in the documentation
for all the all the supported platforms.

For all subsequent releases, the release collateral will be located at
docs/infra/releases. A directory for each release will be created under
this path and the release collateral placed there.

Add the release note for RD-INFRA-2021.09.17 release and migrate the
change log notes for RD-INFRA-2021.08.11 release into this release
collateral location.
