Move `constraint`/`platform` into `labgrid`

The general layout of modules is that everything is contained within a top-level directory named after the rule.

As these are public targets we should move them into the correct location before the first release.

There are other top-level directories that we should discuss but that is a wider issue around spinning things out into other rulesets.
