Create reserve and acquire managers

This is part of the implementation from the discussion #43 (closed).

There will need to be two managers creates:

• Reserve
• Acquire

The reserve manager will perform the labgrid reserve/cancel-reservation functionality. The acquire manager will perform the labgrid acquire/release functionality.
