Replace localhost with local

We've replaced our localhost toolchain with local. However some instances that refer to localhost exist in the repository. We'll want to change these instances to local.

We should change the following:

• //bazel/labgrid/driver/localhost.py
• //bazel/labgrid/strategy/localhost.py
