Suggestion: remove dependency on meta-sca

This layer depends on meta-sca purely for sparse, which is only needed because the build uses C=2.

This is akin to always passing -Werror and a bad idea outside of development. I've filed artificial-intelligence/ethos-u/ethos-u-linux-driver-stack#1 to ask that this be made optional, and until that is resolved I suggest patching out the C=2 options so that the meta-sca dependency can be removed.
