All links to 13.3 return 404, unable to install gcc-arm-embedded

When running brew install --cask gcc-arm-embedded, it returned code 404 and unable to install.

All the links for the Arm GNU Toolchain 13.3 from https://developer.arm.com/downloads/-/arm-gnu-toolchain-downloads return 404 now.
