Move Gitlab runners over to shared instances.

Paul Elliott requested to merge change_gitlab_runners into main

Previous private instances were lost in the upgrade and migration, and although they may be restarted, they are not properly maintained. Better to use the shared (and maintained) instances as these are not big jobs.
