MLBEDSW-11000: Added TOSA reader validation for graph output

Max Bergfelt requested to merge MLBEDSW-11000 into main

Added validation of the TOSA graph output to make sure that each output tensor have at least one operator writing to it. This validation is required to pass negative CTS testing.
