MLBEDSW-9761: Take stepXY into account in blockdep calculations

When calculating ifm/ofm job overlap in blockdep calculations, stepXY was not taken into account. That resulted in incorrect overlap checks when blocks were written out to or read from a larger area than the actual block size.
