MLECO-6570: Functional validation for Conformer

Kshitij Sisodia requested to merge feature/conformer-skeleton into experimental/executorch

Enable ASR example to consume a placeholder PTE model file for Conformer model. This is for functional validation only at this stage and no pre- and post-processing has been added yet. Depending on the complexity of this new pipeline it may have to sit under a new directory altogether but for now an inference can be executed with ExecuTorch runtime.

NOTE: This is an experimental change, and validation has only been run with Arm Ethos-U85 NPU.
