MLECO-6571: Updating to latest ExecuTorch

Kshitij Sisodia requested to merge feature/executorch-1.0 into experimental/executorch

Bumping up ExecuTorch dependency to point to the latest commit on release/1.0 branch. Vela version has also been updated to 0c6f87. We could update to latest PyPi version 4.4.0 but held back because of a known issue with Conformer model.
