MLECO-6715: Fix for ExecuTorch 1.0.0

Kshitij Sisodia requested to merge fix/executorch_cortex_m_kernels into experimental/executorch

Additional workaround for the cortex_m_kernel library in ExecuTorch v1.0.0 to fix debug builds. It should be removed once we migrate to the next stable release as the issue being worked-around is fixed on main branch and will land in the next release.
