refactor: use `rules_distroless` to download pkgs

Sebastian Birunt requested to merge 13-use-rules_distroless-apt-to-download-deb-packages into main

The apt extension can install Debian packages. This reduces significantly passed srcs to debian_patchelf rules as also hugely reduces the maintenance.

Implements #13 and Closes #13
