ci: Switch to using GitLab Code Quailty for qa_checks

Drew Reed requested to merge topics/OSSEMBEDA-1890-main into main

Remove the existing qa check jobs and replace them with extra checkers run under the GitLab Code Quality framework so we get a full report included in pipeline runs and diff's highlighted in merge requests.
