module/ccsm: Add CCSM driver module with clock control features

Implements driver for Clock Control State Machine hardware. Adds Clock API implementation and internal driver functions for configuring DVFS, droop mitigation, and overcurrent/modulator features. This includes control of nominal and fallback PLLs, with switching between operation modes. Modulator and overcurrent APIs are not implemented.
