doc: set warnings as errors and fix documentation Issues

  • Doxygen Configuration: Enabled WARN_AS_ERROR to treat warnings as errors and fixed the incorrect file path for fwk_test.h.
  • Framework: Updated and fixed documentation in fwk_arch.h and fwk_interrupt.h.
  • Modules: Updated and fixed documentation in power_distributor.md, mod_scmi_std.h, mod_scmi_clock.h, and mod_scmi_telemetry.h.
