mod/ppu_v1: Operating Mode Support

Katherine Vincent requested to merge kv/ppu_op_modes into main

This patch includes further support for operarting modes including the dynamic operating mode support, primarily for cluster and systop. Operating modes are only meaningful whent he PPU power mode is ON and directly mapped to hardware.

It also includes unit test support for these changes.
