Added new SCMIv2 Reset Domain Management protocol, this is based on some work done by etienne (see https://github.com/ARM-software/SCP-firmware/pull/115). It also provides an example peripheral UART of Juno board as a reset domain. Also implemented is the SCMI Notification feature.
