mod_scmi : Deny access for PSCI agent for configured protocols

In this change , when resource permission module is disabled if a protocol is listed in the disabled protocols for PSCI agent then this protocol couldn't be accessed by PSCI agent and SCMI_DENIED_ERROR is returned.
