synquacer: add shutdown handler in ppu_v0_synquacer module

This commit adds the shutdown handler in ppu_v0_synquacer module to do the different handling from normal cpu core off process.

Without this commit, arm-systemready IR BSA test fails because cpu core poweroff process sometimes fails.
