tc0/mpmm: Fix frequency value for m_elp_pct

The second highest OPP for Matterhorn ELP has 2612 kHz as level. The configuration in MPMM for that cluster report 2621 instead of 2612.

This patch fixes to the correct level of 2612 kHz.
