fwk: allow override of BUILD_VERSION parameters

Adds the ability to override the BUILD_VERSION definitions. SCMI BASE_DISCOVER_IMPLEMENTATION_VERSION message uses those definitions (via FWK_BUILD_VERSION), and we would like to send our specific firmware’s version, instead of the SCP-firmware project version.
