fix check for enabling exception prints

Nishant Sharma requested to merge ns/fix-exception-handler-prints-enable-check into main

Previous change mistakenly enalbed the logs with buffered logs. The exception print is supported only when buffered logging is disabled.

Fix the check to enable logging only when buffered logs are disabled.
