smcf: Add monitor enable and disable api

Tarek El-Sherbiny requested to merge PWRSOFT-5274/Add_enable_MLI_to_the_control_API into main

Some sensors will require enabling and disabling the monitor at runtime. To allow this, the control API exposes two functions that the sensor driver can utilize to enable and disable the monitor.
