Add quantize_dynamic API for quantizing reference data in test infrastructure

• Create runtime versions of quantization utilities which uses DataType as input
• Introduce QuantizationData struct to hold reference quantization data
• Create single quantize_dynamic API for both symmetric and asymmetric quantization
• Update all quantization unit tests to use the new API
• Remove quantize_rhs_qsi4c32p and move all transpose logic to individual test file

NOTE: This change only covers API changes for dynamic quantization. The tests in matmul_clamp_qai8_qai8p_qsi8cxp_test.cpp still use template-based utilities for static quantization. My plan is to address this in a separate change.
