Replace HARDWARE with TARGET and TC0 with TC

Congregate Migrate requested to merge topics/shragg02/tc-string-changes into master

Since SGM/TC test are run on FVP, therefore replaced HARDWARE with TARGET. Replaced TC0 with TC because TC0 implies Total Compute 2020.
