tools: Add lisa-conf-cat

Allow evaluating a LISA YAML configuration file, with the help of each key in the comments and all tags evaluated.

TODO: factorize the conf parsing/merging from lisa.exekall_customize into lisa.conf and use that from lisa-conf-cat.
