submodules: Update devlib to cae239d1 and trappy to 5.9.0

Relevant features:

  • Trappy now warns when it's running out of memory while creating DataFrames; this is useful on Vagrant boxen with 1Gb memory as per our default.
  • Devlib fixed some operations on targets where we are not root.
