Add a GITHUB workflow to reply to new PR

Matthew Hart requested to merge Matthew.Hart/lisa:add-pr-comment-github into main

As Github is becoming a read-only mirror, create a new workflow that will reply to new pull requests with a message directing the author to the new Gitlab project.

Note, the reply message was taken from the example of the SCP project, and can be changed as per preference.
