[RFC] SchedTune Analysis

Here is the first patch of a series to add SchedTune analysis API. This first patch introduces a new stune analysis module and a simple plot method to report tasks accounting on different CPUs and CGroups of a system.

NOTE: this is given as a preview, other analysis methods will be added before merging this series.
