feat(cts): Add FP8 CAST_FROM_BLOCK_SCALED

  • Add test generation and verification of FP8 types for CAST_FROM_BLOCK_SCALED
  • Add new BLOCK_SIZE enum error if tests

Ref model fixes for CAST_FROM_BLOCK_SCALED:

  • Fix bounds file contents by writing all values
  • Fix rank mismatch check between scale and data
