fix(sl): stage test resources in build dir; read via TOSA_TESTDATA_DIR

  • Copy /test/examples/* and /schema/tosa.fbs into the build tree at build time.
  • Define and use TOSA_TESTDATA_DIR in tests, so test resources are loaded from the build tree.
  • CI already archives BUILD_DIR and no longer depend on runner-specific workspace paths.
