test(sl): Script to test whether a flatbuffer is compatible with tosa spec xml

  • Add a directory called 'scripts' to the top-level repo
  • Add a directory specifically for this validation
  • Add a python script that takes a flatbuffer-json and a spec-xml and comments on their compatibility
