ci(tool): Allow draft prefix in MR title

This commit intends to allow the CI pipeline to run to completion on MR's that have a "Draft: " prefix in the title. While this is not a valid "structured commit" title, GitLab won't let you merge a draft MR until it's marked as ready and the "Draft: " prefix is removed. This allows a draft MR to be tested by the CI pipeline before it's marked as ready.

This approach is not ideal, however, GitLab doesn't currently provide an option to retrigger CI after marking a draft MR as ready. See https://gitlab.com/gitlab-org/gitlab/-/issues/25426. Should this functionality change, we can revert this commit.
