feat(cts): Generate both NaN modes for FP_SPECIAL

Madeleine Dunn requested to merge feat/nan_generation into main

One FP_SPECIAL test is generated for each op and datatype, which means for some types only one NaN mode is tested.

  • Generate tests with both PROPAGATE and IGNORE NaN modes
