feat(sl): Add python bindings to Serialization library

  • Adds a new top-level package titled tosa_serializer
  • New package aims to mirror existing python API as closely as possible
  • Adds test for 2GiB support through the new python bindings
  • Updates existing tests to use new python bindings
  • Update CMake and pyproject files to use skbuild
