fix(cts): Update SLICE BF16 test generation values

Update operators using a range of -2.0,2.0 to use the max range of FP values:

  • Slice BF16 updated resulting in changes to the generated tests for specific rank 4
  • Config for MatMul tests also updated although dot product generation is not affected
