fix(cts): FP8UE8M0 data type fixes - JSON & range

  • Save FP8UE8M0 as the correct JSON data type and not as FP8E4M3
  • Limit the data range of FP8UE8M0 in test generation
  • Support full FP8UE8M0 data values in data generation
